Functionality examination of fire alarm system

Functionality examination of the fire alarm system, as well as the gas and vapor detection systems

According to article 40 of the Law on fire protection (NN 92/10), the functionality of the fire detection and extinguishing system, devices and installations, the combustible gases and vapors detection system, devices, and installations, as well as other fire spreading prevention systems, devices and installations, is supervised and examined by the user in accordance to the manufacturer, of which there must exist a record, which a legal person, authorized by the minister, at least once a year, inspects.
According to the rulebook on functionality examination of fire prevention systems(NN 44/2012, art. 3 do 5), functionality examination can be carried out by us(AUREL) or any other authorized legal person.
According to article 13 of the same rulebook, the user/owner of the system must present the following documentation:
- Authorized project of the existing state of gas detection systems
- User permit(only upon first time commissioning)
- Building permit(only upon first time commissioning)
- Certificates of installed equipment and other technical documentation of the manufacturer(EMC certificate, electronic devices safety certificate, Ex agency gas detection certificate, if it is a Ex-zone, as well as instructions on functionality and maintenance of the system)

Based on a positive result of the examination, according to the requirements of the gas and vapor detection systems rule book and design, a gas detection system functionality certificate can be issued.

Functionality examination of the gas detection system(art. 13), if not otherwise determined by special regulations, consists of:
- examining of the approved technical documentation
- examination of the carried out state in comparison to the planned state
- examination of user permits for various elements of the system according to special regulations, as well as permits for carried out tests, also according to special regulations(exmpl. Pressure probes)
- examination of system state and the state and functionality of single system elements
- functionality examination of relations between single system elements(connection, tightness, permeability, etc.)
- examination of functionality of the main and backup power generators which use driving energy
- functionality examination of parts of the system which work coupled with other system
- examination of the sequence of actions which occur while activating the system, including the possibility of system block
- examination of designations, indications and signalizations of system states, including state of malfunction
- measuring of work characteristics of the system(time, quantity, flow, concentration, quality, physical characteristics, signal strength, etc.)
- examination of manual and automatic system activation by simulating a real event
- examination of system functionality in the whole

According to art. 15 of the previously mentioned rule book, a log must be made of done examinations, which must contain:
- record number of the log, date and name of the person who conducted the examination
- number of the Authorization from the ministry, based on which the examination is conducted
- first name, last name, level of education and occupation of the people who conducted the examination
- date of the conducted examination
- number, date and name of the manufacturer of system design documentation
- number, date and name of the act which authorized the system design documentation
- name and description of the examined system
- regulations which are prepared for system examination
- information about used equipment and measuring instruments
- description and results of the examination
- deviations from the approved design documentation, with an estimation of influence of said deviations on system functionality, as well as statements from system designers and head designer(if such exists)
- estimation of system functionality
- other(observations, remarks, etc.)
- signatures of people who conducted the examination
- signature of system owner/user
- seal certification and signature of the legal person who conducted the examination

According to paragraph 1 of the previously stated article, if the system examination yields a non-satisfactory result, the legal person who conducted the examination must report the result to the Internal affairs inspectorate of the police department, not later than 7 days after conducting the examination.
If the result is positive, according to article 40 of the Law on fire protection(NN 092/10), a certificate of safety/functionality is issued.

According to article 18 of the same rule book, the certification contains:
- name of the legal person who conducted the examination
- the number of and date on which the certificate was issued
- the number of the Authorization from the Ministry, based on which the examination was conducted
- the number and date of the examination log
- the name of the system for which the certificate is issued
- seal certification and signature of the legal person who conducted the examination
